Mail Fraud Plea in TX Pay to Play Case

A SamCorp executive pleaded guilty in connection with a case involving items of value given to school board trustees in exchange for contracts, according to this report. 

Two prominent El Paso businessmen pleaded guilty on Monday to a mail fraud charge – admitting they gave items of value to several South Texas school board trustees in exchange for help in obtaining construction contracts with the school district.

Steven Sambrano, 49, and Ramiro Guzman, 62, entered their guilty pleas before U.S. District Court Judge Ricardo Hinojosa in McAllen, Texas.

Sambrano is the president of Sambrano Corporation, an El Paso construction company known as SamCorp. Guzman worked as a consultant for SamCorp and is a former El Paso Electric Co. board member.
