Van Hollen-Schumer, the cure-all for Citizens United holdings?

Van Hollen-Schumer doesn’t roll off the tongue quite as smoothly as McCain-Feingold or Shays-Meehan, but maybe with time (and once we see the bill) we can get more comfortable with the linguistics.  The Times spells out its view of what should be in legislation for a post-Citizens United campaign finance world.  The interesting thing?  Public financing can wait, if I’m reading the editorial’s atmospherics correctly.
