What’s a “widely attended” event for purposes of New York gift law?

The Daily News reports on different analysis of widely attended events by the New York Legislative Ethics Commission and The New York State Public Integrity Commission.  As The Daily News explains,

The two watchdogs have come to different conclusions as to what constitutes a “widely attended event.”

The PIC says there must be at least 25 people at the event who aren’t tied to lobbyists or lawmakers. The Legislature’s panel says the 25 can be anybody.
