PRANK CALL. A caller pretending to be David Koch got through to Gov. Walker and the audio is available online.  The Times. You can listen here.  The call raises a number of legal issues, including some involving political law.  At one point, Gov. Walker says they are exploring the ethics implications of the Democrats’ travel and lodging expenses while they are out of state.

ETHICS CODE FOR THE SUPREMES? That’s what some recommend.  The Post.  “A group of more than a hundred law professors from across the country has asked Congress to extend an ethical code of conduct to the Supreme Court – for the first time – and clarify when individual justices should step away from specific legal cases.”

OFFSITE LOBBYIST MEETINGS. Politico reports.  “The White House scoffs at the notion of an ulterior motive for scheduling meetings in what are, after all, meeting rooms. But at least four lobbyists who’ve been to the conference rooms just off Lafayette Square tell POLITICO they had the distinct impression they were being shunted off to Jackson Place – and off the books – so their visits wouldn’t later be made public.”

MAJOR PURPOSE IN SOUTH CAROLINA. The State reports.  “A bill intended to close a loophole in state campaign finance laws, created by a federal court decision last year, has been introduced in the S.C. Senate.”
