  • Robocalls: Overview and Proposals

    Jason Miller posted his paper, “Regulating Robocalls: Are Automated Calls the Sound of, or a Threat to, Democracy?” on SSRN and it’s available for download here.  The paper is an excellent overview and analysis of the issues.  Of special interest to me was the discussion of the confusing patchwork of state regulation of automated calls.  And on the important question of whether such calls should be banned or limited, the paper concludes that

    [s]ilencing or limiting speech invariably protects the incumbent power structure.  Rather than being concerned about the disturbing noise of the ringing phone, we should be alarmed at the potential for silence.

  • Personal Use Issues

    Rep. Rangel’s alleged use of political committee funds to pay parking fines is the topic of this CQMoneyline report.

    Rangel’s campaign committee and his “leadership” political action committee have combined to make 14 separate payments to the D.C. treasurer for “automobile expenses” since March 16, 2007, and a Rangel spokesman confirmed that campaign aides believe they were for tickets.

  • Lobbyist v. NYT

    A lobbyist is suing The New York Times for an article it published in February 2008, according to this report.

    Vicki L. Iseman filed the defamation suit in U.S. District Court in Richmond. It also names as defendants the Times’ executive editor, its Washington bureau chief and four reporters.
