According to this report, Panama City is considering hiring a lobbyist. 

“We can disagree about whether it’s a good idea to have a stimulus, but if (Congress and the president) are going to pass it, we want to position ourselves to benefit from it as much as possible,” Mayor Scott Clemons said a the City Commission meeting.
