The Fee on Lobbyists Act might be considered by the House soon.  The bill has a $50 annual fee and imposes fines of $500 for the first late report and $1,000 for subsequent late reports.  The money would go to the Secretary of the Senate and the Clerk of the House to review and audit LDA filings.

A new fee?  Just in time for the financial regulatory reform lobbying blitz.
