On the state level, we often see ethics and election-related reform measures discussed and passed with little attention to the education and planning required to implement new laws in an already complicated area. Notwithstanding the merits of any specific reform proposal, it is helpful for all to consider what’s needed to comply. Many states, including New Jersey, have extensive laws and reforms usually have unintended consequences.
