Leaky Definitions in North Carolina

The Fourth Circuit weighed-in (North Carolina Right to Life v. Leake) on parts of North Carolina’s campaign finance laws and found them constitutionally deficient, including the law’s use of context in certain circumstances, the law’s major purpose test, and an aspect of the the contribution limitation.  The majority opinion is 50 pages, which for a campaign finance opinion must be some record for brevity.
