An investigation by the N.C. Board of Elections has determined that State Rep. Joe Kiser, R-Lincoln, broke campaign financial disclosure laws in a mailout supporting three candidates for Lincoln County Commission.

However, Kiser will not be fined for the violation and has properly disclosed his role in the letter, according to Amy E. Strange, campaign finance compliance specialist.
