Debate Memorandum of Understanding

Presidential debates are conducted pursuant to agreements between the campaigns with the involvement of the Commission on Presidential Debates.  This Memorandum of Understanding between the Bush and Kerry campaigns in 2004 is found several places online.  Some agreements ban the use of debate footage in campagin ads.  Is that the point of a paragraph (e) on page 5?  Whether the Obama-McCain agreement has a similar provision is not known; to my knowledge the agreement is not public.
