Federal Public Financing Proposal

A new public financing proposal for federal elections was proposed yesterday, according to this report.  This is the Fair Elections Now Act I’ve previously noted.

Under the proposal, participating candidates must limit their campaign spending to only funds raised from small donors and matching public funds.

It looks like the bill is S. 752.  How to pay for it?  S. 751 was also introduced yesterday, a bill “to establish a revenue source for fair elections financing of Senate campaigns by providing an excise tax on amounts paid pursuant to contracts with the United States Government.”  The text isn’t available, yet.
