A review of “lobbyist contact” disclosures posted on government department and agency websites shows a relative paucity of inquiries and scant information exchanged about the $787 billion spending spree.

What can be gleaned from the records is an acute paranoia among government workers about being caught in an exchange with a lobbyist and rampant stigmatization of anyone from the advocacy class.
