Norm Eisen, the special counsel to President Obama for ethics and government reform, defended the new lobbying limits he has authored while in the White House. At a forum hosted by George Washington University discussing the influence industry, the White House lawyer squared off with a tough crowd of lobbyists from big firms, small-business associations and even public interest groups, who quizzed him on the effectiveness of the new rules.
