According to the docket, the government filed a motion for divided argument on July 23. ScotusBlog has more on that here. It asks
the Justices to grant 10 minutes of the United States’ argument time to Seth Waxman, a lawyer for Senators John McCain and Russell Feingold and former Representatives Christopher Shays and Martin Meehan.
Seth Waxman was Solicitor General during the Clinton administration.
