Schumer-Van Hollen framework’s lobbyist disclosure requirements

What might the Schumer-Van Hollen legislative response to Citizens United mean for lobbyist disclosure?  According to the framework document, the legislation might provide:

All registrants under the Lobbying Disclosure Act must disclose the following information:

  • Every campaign expenditure in excess of $1000
  • Date it was received
  • Recipient
  • Name of each “covered candidate” or political party expressly identified in any electioneering communication
  • Running total of the political expenditures.

In the framework document, these items appear listed under the boldfaced, all-caps, underlined section entitled, “REQUIRING LOBBYISTS TO DISCLOSE THEIR ACTIVITIES.”
