Who’s to blame for failure of DISCLOSE?

A vital piece of legislation died in the U.S. Senate on Tuesday. Democrats are to blame for larding up the bill with wrong-headed provisions that distracted from the bill’s true purpose. Republicans are to blame for being intransigent and not working to get rid of those provisions and passing the crucial underlying policy.
