Dallas Gift Rules

Dallas elected officials have new clarifications on ticket and gift rules.

Under the rules, officials can’t sell tickets they get for free or transfer those tickets to someone else, except for an immediate relative or fellow council member. Officials must pay face value for tickets to facilities operated by a city contractor, such as the American Airlines Center and Superpages.com Center.

Previously, the ethics code caused “a lot of cloudiness, a lot of vagueness” regarding gifts and tickets, Mayor Tom Leppert said.

“This policy strengthens substantially what was in place,” Mr. Leppert said.

District 13 council member Mitchell Rasansky, cast the lone vote against the strengthened ordinance.

“I don’t think we should be accepting any tickets whatsoever,” he said. “It’s not strong enough.”

Mr. Leppert last year caused a mild row with some of his council colleagues when he ordered free Cotton Bowl tickets intended for members of the City Council to be returned to their donor, the Cotton Bowl Athletic Association.

Missing “For”

A Florida statute provides:

No political advertisement of a candidate who is not an incumbent of the office for which the candidate is running shall use the word “re-elect.”  Additionally, such advertisement must include the word “for” between the candidate’s name and the office for which the candidate is running, in order that incumbency is not implied.  This subsection does not apply to bumper stickers or items designed to be worn by a person.

The Florida Elections Commission recently released a Consent Order for an alleged violation of the “for” rule.
