About 180 businesses appear to have exceeded New York’s campaign-finance donation limit by a total of more than $600,000 in 2007, according to a report by good-government groups.

Twenty-eight of those businesses, mostly architecture and engineering firms, gave to Rochester-area candidates, according to the report.
