Kaiser does a great job of laying out the current situation and how we got here, but thankfully does not waste too much time on solutions. There’s already a library’s worth of material put out every year on possible reforms of the system, and each proposed change brings up as many questions as it answers. However, there is a dearth of solidly reported examinations of how we got here and who some of the biggest unnamed beneficiaries of the political system are.
