The Times reports that Justice David Souter is retiring from the Supreme Court.  There will be a number of legal retrospectives in the days and weeks to come.  For me, one of his most memorable opinions was in  Federal Election Commission v. Colorado Republican Federal Campaign Committee (Colorado Republican II).   This column discusses Justice Souter’s opinion in the case.
